Create and Manage PostgreSQL Inheritance using the Hasura Console UI

I saw #3453 and thought I would open an issue tracking the ability to _create and manage postgres table inheritance using the Hasura console UI_.

Currently (to my knowledge) this is only possible by executing _raw SQL_ within the `Data` tab. It would be great if this were possible in a more suitable and friendly UI-manner.

I'll mention that neither do I currently have any UI plans or thoughts on how it could work within the UI, nor do I assign myself on creation of the matter, just simply here to create a tracking issue.

Start by reviewing issue #3453 and the existing raw-SQL workflow in the Data tab. Define how PostgreSQL table inheritance should be created and managed through the Hasura Console UI; done means users can perform those operations without raw SQL.
