console: discrepancy in data shown in usage tab

### What is the current behaviour?

The usage tab shows usage per subgraph.

In the screenshot above, usage shown for sales, experience and analytics matches in both parts of the UI.

However in the top part of the UI, usage for other subgraphs is shown as 0 but in the the bottom part of the UI, there is a usage shown for users as 0319. So there is a discrepancy in data in both parts of this page.

### What is the expected behaviour?

Usage data should match.

Start in the Console's usage tab and reproduce the discrepancy shown in the attached screenshots, comparing the top subgraph usage display with the lower usage section. Trace how both sections obtain their usage data and identify why the Users value differs; done means both UI sections show matching usage for every subgraph.
