PSA: removing inactive accounts from the organisation

We ran out of free seats for github.org/haskell and cannot invite any new members: as GitHub phrases it, there are "-1 memberships left". We need to onboard a few new maintainers, so unless someone yells at me really loud really soon, my plan is to revoke membership from accounts with no activity anywhere on GitHub for the past year.
