Timeout when hovering in a file, but not in another; some `lib:Cabal`-related error early on, triggerable also without IDE

I have both 9.14.1 and 9.12.2 installed via GHCup, the former is selected, but selecting the latter doesn't seem to make a difference.

Yep, https://codeberg.org/xmobar/xmobar is needed too, but at least the upstream `master` branch is fine; I suppose one can tell cabal too look precisely there.

Have you configured HLS in any way (especially: a `hie.yaml` file)? No.

### Steps to reproduce

1. `cd /path/to/xnobar && cabal build all` should succeed, as long as you're building with GHC 9.12.2 (I do so by having the `cabal.project` file described above).
2. Open `exe/Echo.hs`;
- wait enough, and the HLS log already contains some error I don't quite understand, given that the project builds fine, and that is reproducible even taking the IDE out of the equation (see _Actual behavior_ below, point 1);
- I'm not sure if the problems that follow are actually connected to this.
3. Hover on `startServer`, at `exe/Echo.hs:13`;
- this works as expected.
4. Tell HLS to go to the definition of `startServer`;
- this works too, and HLS jumps to `lib/Server/XNobar/Server.hs:79`.
5. Hover on `startServer`, at `lib/Server/XNobar/Server.hs:79`;
- this doesn't work (see _Actual behavior_ below, point 2).
