Clarify governing structure of the HLS project

HLS is a large community-driven project. A lot of people contribute financially as well. I suggest we figure out what the governing structure is and document it clearly, so that:

1. contributors know who to ask when they require a final decision wrt technical matters
2. the project can provide full transparency to financial contributors as to who made decisions and why
