[Internal Discussion] CLC adopting "Guidelines for Respectful communication"

Summary:

- it was noted that CLC has implicitly subscribed to [HFs guidelines for respectful communication](https://haskell.foundation/guidelines-for-respectful-communication/), because that's what the [affiliation program](https://haskell.foundation/affiliates/) demands
- the legitimacy of that implicit subscription has been debated
- nonetheless, it seems there's interest to adopt some guideline explicitly for The CLC
