cabal-install custom Setup always attempts to build manpage, even if executable was not built

What it says on the tin. Easy way to reproduce: on a fresh Cabal checkout with nix-local-build, run `cabal new-build --enable-tests cabal-install:unit-tests`, and Cabal will report that it couldn't find the manpage.
