Somewhere between 3.16 and 3.18 parseConditionConfVar got a new argument. I cannot find a changelog entry for it.

**What is wrong with the docs?**

Changelog entry is missing, or is imprecise. I suspect the argument was added to fix some bug, but it resulted in a change in of the public api of the library, which should been mentioned in the changelog also.

Start at parseConditionConfVar and compare its definitions or history between Cabal 3.16 and 3.18, then inspect the changelog entries covering that change. Done means the changelog accurately records the public API argument change and, if established, its reason.
