Missing docs for new `cabal outdated`

As far as I can see, the new `cabal outdated` is not documented yet at https://cabal.readthedocs.io/en/3.16/cabal-commands.html#cabal-outdated .
E.g. there is no mention of `cabal outdated all`.

I am also missing the specs what the extent of `cabal outdated all` is.
E.g., I noticed that `source-repository-package`s are included in the output of `cabal outdated all`.
(This might be a good thing, but I was surprised to see it.)
