Description
The current starter workflow for Haskell is terribly outdated:
https://github.com/actions/starter-workflows/blob/71ac18ef2ddbc35ee1d2151cebbd592492b8681a/ci/haskell.yml
To update it though, one needs to be partner of GitHub, which one can only do through a company.

Research direction
Start by reviewing the referenced GitHub Actions starter workflow at the pinned actions/starter-workflows commit, then read the linked sibling issue haskell-actions/hlint-scan#39 for current progress. Done means the Haskell starter workflow is updated, but the issue notes a GitHub partnership requirement that may block this work.
