Provision data quality criteria - UI

The user should be able to access a page showing all the current data quality rules in place.

If no rules exist and user has the appropriate role, the user should see a 'create new' option.

If rules exist and user has the appropriate role, the user should see an 'edit' option.

The UI should be a browser rendered version of the excel sheet with additional information for the actual calculated QC information if available.

Create new and edit have similar functionality. Page should support hand entry as well as bulk upload from the QC formatted excel file. In edit, changes to existing mnemonics should prompt an 'overwrite' confirmation dialogue.

Page should have 'save' option to store changes.

Any change should be logged by user name and changed contents.
