Data quality user types

The data quality functionality should support several user roles:
1. QC owner - Capable of creating a QC criteria rule set and editing same. Can see results of all rule sets and respond to issues/notifications for all rule sets. Can lock rule set criteria against editing by other user roles. Can create public QC reports based on aggregated data from a selection of QC criteria rule sets and private QC reports based on a single QC criteria rule set and view all reports.

2. Publisher - Capable of creating a QC criteria rule set and editing same. Can see detailed results of the own QC rule set and respond to issues/notifications regarding the rule set. Can access private reports from their QC criteria sets and public reports.

3. User - default role for any user not assigned to another role, can access public QC reports.
