Edge ingestion of WITS / WITSML / Modbus

Create a Tempus Provisioning service that:
- exposes a registration request API to Tempus Cloud
- exposes a registration API to devices / services wanting to be registered
- interacts with a token service for providing tokens to authenticated devices communicating with Tempus Cloud
- maintains a data store for device registry requests, devices currently registered
- securely stores secrets
