Refactor Login page with Material Bootstrap

Child of #1075

So as part of this story we would want to refactor the Login page as well as the landing page for the new dashboard. The following would be the acceptance criteria:
1. The side bar on the left would be fixed with the screen. It should be able to have clickable icons on the same.
2. Clicking on the icons should be able to change the landscape of the Dashboard or panels on the home screen.
3. Once the user hovers over the icons a tooltip should pop up. "Lorem ipsum"
4. All the panels which would be present on the landing page should occupy the page space completely.
