User Login page with Tempus Dashboard landing page

Child of #1075

As a Product Manager, I want to create a new user login for Tempus in Angular 7, so that the user can login to Tempus via this and experience better and faster user experience.

Acceptance Criteria:
1. Once user is on the Tempus login page, he should be able to see the sign options. Once the user has signed in he should be taken to the Tempus landing page.
2. For now the landing page would not contain any content, but but contain the basic layout including a header and a Footer.
3. The user should also be able to see his name on the top right corner of the page with an icon. Clicking upon the icon, the user should be able to see his name, as well as a logout option in the dropdown, which would open when the user clicks on the downward menu adjacent to his name.
