VSO Support for s390x

Currently, the official vault secrets operator images are only available on amd64 and arm64.

**Describe the solution you'd like**
I would like to be able to run Vault Secrets Operator on OpenShift on s390x using an officially available image.

**Describe alternatives you've considered**
I have attempted to build my own s390x image however this fails since Hashicorp Copywrite is not available for s390x (I have opened [an issue](https://github.com/hashicorp/copywrite/issues/68) in their repo). Additionally, an officially available image that is consistently updated would be greatly preferred from a security perspective compared to independently built images.

I see from [this comment](https://github.com/hashicorp/vault-secrets-operator/issues/205#issuecomment-1560383546) that it looks like VSO is still being evaluated on OpenShift.

Start by reviewing the Vault Secrets Operator image build and release configuration, along with the linked Hashicorp Copywrite issue about s390x support. Done means an officially published, consistently updated VSO image runs on OpenShift s390x rather than requiring an independently built image.
