Description

### Vagrant version

Can't run `vagrant -v` but just downloaded 2.2.9 (latest at time of writing).

### Host operating system

fedoraremix 32 (WSL) running on Windows 10 Pro (19041.264)

### Debug output

### Expected behavior

Run `vagrant` command.

### Actual behavior

fusermount error in WSL indicating that a file system is trying to mount WSL.

### Steps to reproduce

1. Download latest Linux 64-bit version (2.2.9) in WSL.
2. Unzip.
3. Run `./vagrant`

### References

Not seeing any related issues. Looks like there might be a change in the way that Windows handles WSL or something that I've personally missed while setting up. Any feedback on this would be super.
