Terraform Cloud is not reliable, can this be re-engineered out of this?

Terraform Cloud is not a reliable cloud provider. I keep getting this error when running builds

Error: Failed to request discovery document: Get "https://app.terraform.io/.well-known/terraform.json": net/http: request canceled while waiting for connection (Client.Timeout exceeded while awaiting headers)

These actions need to be re-engineered so that this is not necessary as Terraform.io cannot be relied on for this info. This happens VERY, VERY often. Whatever system is serving that doc, it is broken.
