Description
Is this example meant to show that you can use target multiple tenants or subscription? the AzureRM make a change to the tenant ID which mean the subscription ID is the same in two separate tenants and dynamic credentials allows or can be configured to target two tenants by using the AzureRM block.
It would be great if more details can be added to your documentation and sample terraform code using the two AzureRM block deploying resources to two separate subscriptions can be provided.

Research direction
Start with the AzureRM provider section in website/docs/cloud-docs/workspaces/dynamic-provider-credentials/vault-backed/azure-configuration.mdx and review the linked example's tenant and subscription settings. Clarify whether it targets multiple tenants or subscriptions, then add the requested Terraform example using two AzureRM blocks and document the expected configuration.
