1.10.0 fails to download plugins when run inside jenkins

Running the command

`packer plugins install github.com/hashicorp/amazon`

Works without issue when running manually as the jerkins user on the jenkins server. When running as a stage in a jenkinsfile as part of a job it errors out with:
