hdiutil bug generation OEMDRV iso => kickstart failed to autoload

#### Overview of the Issue

Iso image generated by hdiutil with OEMDRV label are not loaded automatically by kickstart

#### Reproduction Steps

on a mac without any iso tools installed (using default hdiutil) create a packer config to boot a rocky linux with a kickstart file in a CDROM

kickstart will never autoload

if you install xorriso problem is fixed

Reproduce the Nutanix build on macOS 13.2 using the simplified template, default hdiutil, and an OEMDRV-labeled CD containing ks.cfg; compare it with the xorriso-generated image shown in the logs. Trace the macOS ISO-generation entry point and verify that the resulting image is automatically detected by Rocky Linux kickstart.
