OCI Packer Builder Not Respecting Custom Realm / Endpoint

Hi Team,

I am trying to use the oracle-oci builder in HashiCorp Packer within an Oracle Alloy (custom OCI realm) environment.

However, the builder is always constructing endpoints using the default public OCI domain:

https://iaas..oraclecloud.com

Instead of using the custom realm/domain configured for our environment(https://iaas..xyz.com).

Do we have and fix this scenario?
