Feature Request: Ability to specify node id rather than generating it

For my use case, the nodes already have a unique identifier and it would be convenient to be able to pass this into nomad to use as its node id.

I believe this would align with the consul configuration https://www.consul.io/docs/agent/options.html#_node_id
