Nomad has port conflictcs on reboot of VM

I have a single worker and agent setup on local VMWare Workstation ubuntu 22.04 vms.

Sometines if I boot the VMs some nomad jobs clashes with it's static ip ports.

Nomad or consul service restrart does not help.

I can't see any open port with netstat -tulpn | grep LISTEN

Any ideas how can I debug this situation if it's occurs again ?
