[UI] Add option to stop job ignoring the shutdown delay

### Proposal
In the UI there is no way to stop a job with the `-no-shutdown-delay` param . I belive the `Stop Job` button should be a dropdown like the drain option and add there the no shutdown delay option

### Use-cases
Stopping a job immediately without having to use the CLI

Start at the UI's Stop Job control and compare it with the existing drain option dropdown. Trace how the CLI's -no-shutdown-delay behavior is represented, then add the corresponding stop option and verify that the UI can stop a job immediately without the shutdown delay.
