Description

### Nomad version
v1.0.4

### Operating system and Environment details
linux

### Issue
In the task summary page, we have 10 desired instance, and 10 actually are running. However it still shows 9 starting (not transient, it has always been that way since we noticed it), which looks like reporting wrong information.

### Reproduction steps
not sure exactly how it gets into this situation. But this nomad cluster has experienced some network issue in the past and went through multiple upgrade/restart cycles.

Research direction

Start at the task summary page and trace how the desired, running, and starting counts are calculated, using the reported Nomad v1.0.4 Linux environment and screenshot as context. Reproduce the stale “9 starting” state if possible and confirm that the summary reports consistent counts when 10 instances are desired and running.
