Description
hcldec has a `--vars` flag for passing variables but it's not clear how this is used. In particular:
1. What format does the CLI version take?
2. What format does the file version take?
3. How are variables referenced in the HCL files?
A simple example would likely quickly answer this but I didn't spot one in the current set.
