Description
When creating ACL policies via the Consul API in JSON format, it results in the UI displaying these policies (under the edit policy view) in a single line, unformatted json, while the header states it is in HCL.
This has been viewed in Consul 1.9.2, 1.9.3, and 1.9.4

Research direction
Start with the Consul API path for creating ACL policies in JSON and the UI's edit-policy view, where the policy is displayed on one line under an HCL header. Reproduce the issue with the versions and API format described in the report; done means JSON-created policies render formatted in the UI with an accurate format indication.
