Description

#### Feature Description

One weak point we've identified in Consul.io docs is a page that lays out the many ways to "arrange", connect, and federate Consul clusters. It would be helpful to provide a reference for users to check their needs and get a recommended set of features and Learn guides to look at.

#### Use Case(s)

Users should be able to quickly reference the shape of their problem in plain language. For two examples: "we want to link two or more clusters in separate regions" and "we want to administrate a single Consul cluster with many separate teams". I expect we'll have many more use cases to cover. We should point them towards specific features and, if available, Learn guides on a case by case basis.

As a stretch goal, covering "old" patterns that have been improved with new Consul tooling can help orient users towards how to shape their clusters when migrating to new Consul versions.
