Write a tool to auto-generate telemetry.mdx entries based on their definition help

#### Feature Description

Since the addition of prometheus definitions, we have to duplicate the help string in both the codebase and telemetry.mdx. Hans suggested we generate the telemetry.mdx docs from the help string in the code base. This establishes one source of truth.
