Description
I saw this test fail twice, and pass the third time. One failure is [here](https://app.circleci.com/pipelines/github/hashicorp/consul/7963/workflows/ae8ce3de-6438-4fcf-b7af-cf48f7baffbf/jobs/144171).
There are lots of log messages, but the relevant failure line seems to be:
