Test dependency `davecgh/go-spew` version updated to a psuedoversion by accident?

#### Overview of the Issue

Go tooling doesn't particularly like this change. There was no reason to update to this version of davecgh/go-spew. I assume it was done accidentally by pulling the very tip of the dependencies down in https://github.com/hashicorp/consul/pull/16162

Start by reviewing pull request #16162 and the dependency metadata it changed, then compare the davecgh/go-spew version with the intended dependency version. Done means the accidental pseudoversion is resolved and Go tooling accepts the dependency state.
