#### Overview of the Issue
The docs [here](https://developer.hashicorp.com/consul/docs/security/acl) don't have valid links to ACL bootstrap usage. This was called out in [this PR comment](https://github.com/hashicorp/consul/pull/12460/files#diff-f33ea7fbda07aae0df5bcbdcd8dedaf66d17e407f3a00e8daf76491d712e73c9R14) but never resolved. This was also mentioned in [this issue](https://github.com/hashicorp/consul/issues/20832#issuecomment-2132426095 in May.
