Consul version 1.15.0
### Overview of the Issue
On loading the web ui it shows at first some services and the filter is empty.
The right set pf services only are loaded after the interaction with the consul ui menu bar. A browser reload does not help.

Reproduce the issue in the Consul 1.15.0 web UI by loading the page without interacting with the menu, then compare the service list after a menu interaction; browser reload alone reportedly does not help. Done when the initial load shows the complete service set and the filter is populated correctly.
