#### Feature Description
A simple gRPC call from the consul servers to a node to retrieve the most recent logs from the consul and envoy agents.
This would allow the logs to be viewed in the UI for a particular node or service.
As a team that administers a consul deployment for many others to use, the limitation of not necessarily having access to another team's infrastructure to view their envoy and consul logs for troubleshooting can be quite troublesome, as well as for a service owner, this creates a QoL enhancement that does not require them to set up advanced log ingestion to view logs.
