Description

### Overview of the Issue

When looking at a menu that may be missing any settings or configuration, such as the intention menu for a service, that may not have any intentions, the UI will have a "Log in with a Different Token" button.

This gives the notion that the token you are logged in with may not have permissions to see settings that are there.

This can cause confusion as an administrator especially, when using the main administration token created on server creation, as well as scoped tokens when viewing menus they indeed have access to.

This is apparent on any menu that is lacking any data.

### Reproduction Steps

Steps to reproduce this issue/view the area for improvement, eg:

1. Visit a service with no intentions
2. Click on the Intention Tab
3. This can be replicated in any menu that has no data.

### Describe the solution you'd like

I would rather, if my token has permissions to see the data, just have the menu say "No X Configured" (i.e. No Intentions Currently Configured)

### Consul Version

I am now on 1.12, but have seen this behavior in every version before as well
