Enable ARM testing on CircleCI

ARM binaries are released for consul but testing for arm platforms is not performed in CircleCI. CircleCI currently providing Arm native builds, so it would be possible to add jobs to test for arm platforms.

Do you have any plans in adding the same?

It will be better if we test before releasing binaries. If you are interested, I will add and raise a PR.

Start by inspecting Consul's CircleCI configuration and existing build or release jobs. Identify how ARM binaries are built and where platform-specific jobs belong; done means ARM platform tests run in CircleCI before release. The issue has no file or test path, so first map the current CI workflow.
