Align infrastructure-catalog.yaml Helm chart pin with Go module version

**Epic:** #1081

Update `infrastructure-catalog.yaml` so the pinned solo-operator Helm chart version matches the Go module version added in Story 5.1. Document in a comment that these two version pins must stay in sync.

- [ ] Comment explains the sync requirement
- [ ] CI or a lint rule catches version skew (nice to have)

Start by locating infrastructure-catalog.yaml and the Go module version added in Story 5.1, then compare it with the pinned solo-operator Helm chart version. Update the catalog and add a comment explaining that the pins must stay in sync. If the project has an existing CI or lint entry point, check whether it can catch version skew.
