Description
**Epic:** #503 — Network Migration Workflow
Abort an in-progress migration and restore the Docker consensus node.
**Acceptance criteria:**
- Restarts Docker CN
- Appends `MigrateAbort` entry to cutover JSONL audit log
- Updates `cutover-state.jsonl` status to `aborted`
