Implement Cluster Setup Workflow on Debian and Ubuntu

The workflow should:
- perform preflight checks
- integrity checks of binaries that needs to be used
- install container dependencies such as cri-o, cilium, kubeadm, helm, k9s, etc

Consider exceptional scenarios and how to handle that. Make sure the operation is idempotent and deterministic.
