The upgrade chart with --reuse-value flag should not generate new secret `uploader-mirror-secrets`

### Describe the bug

Helm chart through upgrade generated new values for secrete ``uploader-mirror-secrets`
causing mirror node no longer able to download event from storage

then using solo 0.36.0 to upgrade solo-development chart

Inspect the solo-development chart templates and the upgrade path using --reuse-value, comparing deployments from versions 0.35.2 and 0.36.0. Reproduce the upgrade and verify that uploader-mirror-secrets retains its existing values rather than being regenerated, so the mirror node can still download events from storage.
