Monitoring Script for HederaTheGraph Subgraph Manage Functionality

### Problem

We want a monitoring tool that is constantly deploying/creating a subgraph, so we can be notified in case the service is interrupted or broken at any point in time

### Solution

The script will need to get a Token, create a subgraph, deploy a dummy subgraph, and notify in case it is not able to complete is task.
