Add validation error on publish dialog for version text box

## Job Story
When published a tool or policy and prompted to enter the version and I have used a letter, I want to see a validation error, so I can correct the non-accepted values and not get confused why the "Publish' button is not enabled.

- show validation error on publish dialog when 'Publish' button is disabled due to non-accepted values
