Develop Environment for Guardian

# Problem

The Guardian team currently does not have a dedicated environment for our platform and we’d like to kick off a process to get this set up.

# Acceptance Criteria

* Ticket Filed with Hashgraph IT
* the following delivered

### Details

1\. Available at a stable IP / url (e.g. [dev.guardian.....com](http://dev.guardian.hedera.com) or similar)
2\. Auto deploy against a designated branch (develop) of our repo when CI/CD passes
3\. Seeded with realistic test data so demos and QA don’t start from scratch each time
4\. Logging / monitoring hooks (e.g. Slack, )
