Footer not visible / consistent in a forms 'Edit Mode'

### Problem description
The footer to save a form is not visible when in edit mode

### Requirements
- Make the footer always visible to match other areas in the UI such as the 'New Role' workflow
- add a button to 'Discard Changes' next to 'Save Changes'

### Definition of done
- The footer is pinned to the bottom of the screen
- consider standardizing this into a reusable component / ui pattern across

### Acceptance criteria
Visit the form, switch to edit mode and confirm the footer is always visible
