VM0047: Afforestation, Reforestation, and Revegetation, (v1.1)

### Problem description

Create the Guardian policy for VM0047 ARR v1.1 based on Verra’s methodology requirements. The policy must follow Verra’s business process end-to-end, include all required VCS and VCS+CCB templates, and align all data inputs with what is currently in Project Hub. The workflow should support both quantification approaches (area-based and census-based) and reflect the updated rules introduced in v1.1.

### Requirements

* Build the full workflow following Verra’s process.
* Add all required PD, monitoring, and verification templates.
* Implement baseline and monitoring parameters for both approaches.
* Ensure all user inputs map 1:1 to Project Hub for future transformation code.
* Development of the methodology

### Definition of done

* Policy imports and runs in Guardian without errors.
* All parameters and templates required by VM0047 are included.
* Workflow aligns with Verra’s methodology process and Project Hub data needs.

### Acceptance criteria

Tested in Project Hub, Signed off by Verra, with test data for usage
