Policy/Module Block Colors and Saving Suggestions Priority Order

### Problem description
1. The blocks of polices and modules should be of different colors.
2. Suggestions priority order doesn't save changes.

### Step to reproduce
Steps to reproduce the behavior:
1. Import two policies irec 3 and irec 4.
2. Create a module.
3. Open the Manage Policies tab.
4. Click on the “Suggestions” button on the right side of the menu.
5. Drag and drop irec 3 to Suggestions priority order.
6. Close and reopen the Suggestions dialog.

### Expected behavior
1. The blocks of policies and modules have different colors.
2. Suggestions priority ordering works correctly.

### Actual behaviour
1. The blocks of polices and modules have the same color.
2. Suggestions priority order doesn't save changes.
