HBAR GHGP Policy Research

### Problem description

Due to the dynamic and decentralised nature of DLT networks, accurately accounting for the GHG emissions of HBAR is a difficult task. To date, there is yet to be an accurate accounting methodology to quantify GHG emissions for blockchain and DLT products that follows GHGP accounting and reporting requirements. There is an opportunity for HBAR to pioneer this effort and to leverage its own DLT network to enable complex accounting methodologies.

### Requirements

Create a Guardian policy that quantifies and reports GHG emissions from HBAR, using the GHGP product Standard and ICT Sector Guidance for guidance and requirements mapping.

### Definition of done

Policy is created and demonstrated. CETs minted on the testnet

### Acceptance criteria

CETs for HBAR are calculated and minted in accordance with GHGP Product Standard and ICT Sector Guidance.
