Epic: Reduce dependency tree and gradle build

As part of making this project fully ready for production use, we wish to make several changes, including replacing the Hiero Conventions Gradle Plugin, removing unused or unnecessary dependencies, and possibly replacing obsolete test dependencies with better supported alternatives.
