fix new manual task location in the tasks queue + autoscroll

when the agent wants to add a new manual task (by clicking משימה חדשה) (1), and there are other open tasks, the location/place of the new task note is not clear. The agent must scroll down/up to look for it (2).

**The expected behavior:** new manual tasks should be created at the bottom of the queue, and the display should scroll down automatically to make sure the user sees the new note.
